MetaStar is the External Quality Review Organization authorized by the Wisconsin Department of Health Services, Division of Long Term Care, Office of Family Care Expansion, to conduct external quality review activities for the Family Care Program, Program of All-Inclusive Care for the Elderly (PACE) and the Family Care Partnership Program in the state of Wisconsin.

Family Care is a long-term care program expanding to all Wisconsin counties by 2011. As a comprehensive and flexible long-term care service system, Family Care strives to foster people's independence and quality of life, while recognizing the need for interdependence and support.
